MINUTES

MIAMI TOWNSHIP TRUSTEES

JULY 15, 2019

CALL TO ORDER
The meeting was called to order at 5:00 pm. by Chairperson Mucher. Trustee Crockett was also present. Fire Chief Altman, Road Department employee Gochenouer and Fiscal Officer Silliman were present.

ADOPTION OF THE MINUTES
A MOTION by Mr. Crockett and SECONDED by Mr. Mucher was made to adopt the minutes of July 1st as amended. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Crockett and SECONDED by Mr. Mucher was made to pay accounts in the amount of $60,514.11: General Fund – $3,396.35; Fire Fund – $21,728.84; Cemetery – $260.88; EMS Billing – $10,405.04; Road and Bridge – $2,807.80; Capital Fund – $21,033.00. MOTION CARRIED unanimously.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 39 EMS and 21 fire incidents since the last meeting. Three fire safety inspections were conducted.
MTFR member TJ Fries has completed his EMT class at Clark State and has passed the National Registry exam. Add one more new EMT to the roster! Additionally, MTFR member Georgia Goad has successfully completed the Firefighter 1 course at Sinclair and is now certified. She is currently working through the Firefighter 2 course.
Chief Altman reported that the department was dispatched to a reported building collapse on Snypp Road on July 3rd. A torrential downpour had just occurred and was preliminarily attributed to the front wall of the basement foundation’s collapse. Fortunately no one was in the basement at the time.
Lastly, the Department was dispatched to a barn fire on S. River Road on Saturday night. When crews arrived, they found a fully involved barn with two horses trapped inside. Several hours were spent to control the fire. Several local departments provided mutual aid.

NEW FIRE HOUSE REPORT
Mr. Mucher reported a lengthy phone conference was held last Wednesday finalizing changes to the building’s specifications. A new ad in local newspapers requesting bids has been placed with a pre-construction meeting scheduled for August 31st.
A MOTION by Mr. Mucher and SECONDED by Mr. Crockett was made to authorize a contribution of $25,000, if necessary, from the General Fund to the project at the bid opening. MOTION CARRIED unanimously.
Lastly, a MOTION by Mr. Mucher and SECONDED by Mr. Crockett was made to appoint Mr. Hollister as prevailing wage coordinator on the construction of the new fire house. MOTION CARRIED unanimously.
CEMETERY REPORT
Mr. Gochenouer reported there were 3 burials in one day since the last meeting. The weeds have been sprayed except the weeds in the Scattering Garden. They will be taken care of next.
A discussion about the proposed White Oak Tree Grove continued.

ROAD DEPARTMENT REPORT
Mr. Gochenouer stated he hoped to get some wedging done in the coming week.

FISCAL OFFICER’S REPORT
No report.

STANDING COMMITTEE REPORTS
RPCC – Mr. Mucher reported the Commission approved a plot and updated the Comprehensive Plan.
Economic Sustainability Committee – Mr. Crockett reported there was regarding the YS Men’s Group and how they can be involved in the goal of the Committee. It was suggested that some economic studies be done.
YSCDC – Mr. Mucher reported that the group has been established as a corporation with a non-profit status. There was discussion about housing options in and around Yellow Springs.
