MINUTES
MIAMI TOWNSHIP TRUSTEES
SEPTEMBER 4, 2019
CALL TO ORDER
The meeting was called to order at 5:00 pm. By Chairperson Mucher. Trustees Crockett and Hollister were also present. Fire Chief Altman, Road Department Gochenouer, Zoning Inspector Zopf and Fiscal Officer Silliman were present.
Audience member Ed Amrhein was present.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt the minutes of August 19th as amended. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to pay accounts in the amount of $43,881.45: General Fund – $4,595.34; Fire Fund – $19,740.66; Cemetery – $4,554.50; EMS Billing – $10,084.30; Road and Bridge – $4,906.55. MOTION CARRIED unanimously.

CORRESPONDENCE
The Trustees received:
• Greene County Public Health September 5th meeting announcement/materials;
• Annual Miami Valley Planning & Zoning Workshop December 6th;
• Bath Township Summer 2019 Newsletter;
• MVRPC News Release re: Open House Meetings to review Final Draft of 2019 Greater Miami Valley Region Transportation Coordination Plan; and EV-ready session follow-ups;
• Notice from Greene County Auditor re: 2020 Tax Budgets;
• Ohio Township Association’s monthly newsletter;
• Fund Status, Revenue Status and Appropriation Status reports for September 4th.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 47 EMS, 32 Fire incidents and 4 Fire Safety inspections since the last meeting. Additionally, he extended congratulations and gratitude to the Trustees for the long anticipated acceptance of a bid to build a new fire station.
To update the cost of the Street Fair Fire Engine accident, the Township insurance is covering the total cost minus the $500 deductible.
The Annual 911 Stair Climb Fundraiser is scheduled for this coming Saturday in Antioch College’s main building this coming Saturday.

NEW FIREHOUSE REPORT
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-31: Authorizing Signatures for Line of Credit. MOTION CARRIED unanimously.
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019 – 32: Assurance of Bond Retirement. MOTION CARRIED unanimously.
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019-33: Authorizing signatures for USDA Bond. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019 – 34: Accepting Bid Recommendation for new Fire House construction. MOTION CARRIED unanimously.
Mr. Mucher shared that upon the acceptance of the bid to build a new building, the sale of the old building requires preparation. An environmental assessment of the current site is the first step. That being so, a MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to contract with Bowser Morner to perform the aforementioned task costing $2,300. MOTION CARRIED unanimously.

CEMETERY REPORT
Mr. Gochenouer reported there were burials in both Clifton and Glen Forest Cemetery’s Natural Burial Area since the last meeting. Additionally, a burial in Clifton is scheduled for tomorrow.

ROAD DEPARTMENT REPORT
Chip sealing has been completed in the Township and Mr. Gochenouer reported he is pleased with the job.
The removal of tree stumps alongside N. River Road is estimated to cost $1,500. The contractor assured he would smooth the area out well.
Mr. Gochenouer stated he hopes to finish trimming roads before he leaves for vacation this Thursday.
A culvert has been installed on Snypp Road and Mr. Gochenouer asked Mr. Zopf if he was aware of the event. He added it is an appropriate size. Mr. Zopf stated he was not aware of the install but will follow up on procedural protocol with the residents.

FISCAL OFFICER’S REPORT
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-30: Amendment of Permanent Appropriations. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-35: Accepting Amounts and Rates as determined by the Budget Commission. MOTION CARRIED unanimously.

ZONING INSPECTORS REPORT
Mr. Zopf reported he issued two permits since his last report.
He reminded the Trustees that the next Zoning Commission meeting is September 17th at 7:00 pm. He added the meeting’s purpose is to discuss the PUD section of the Township’s Zoning Code.
Lastly, Mr. Zopf reported that he received a phone call from an Agraria representative asking about plans to redesign and repair the barn on the property. Further conversation will be held on the subject when more details are available.
