MINUTES

MIAMI TOWNSHIP TRUSTEES

NOVEMBER 4, 2019

CALL TO ORDER
The meeting was called to order at 5:00 pm by Chairperson Mucher. Trustee Hollister was present. Fire Chief Altman, Road Department employee Gochenouer, Zoning Inspector Zopf and Fiscal Officer Silliman were present.
Present in the audience were YS News reporter Carol Simons and the Township’s insurance agent Steve Ackley.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of October 21st as amended. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of October 301st as presented. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to pay accounts in the amount of $57,523.07: General Fund – $4022.65; Fire Fund – $18,524.72; Cemetery Fund – $498.05; EMS Billings – $7,840.46; Road and Bridge – $24,274.37; Capital Fund – $628.00. MOTION CARRIED unanimously.

FROM THE FLOOR
The Township’s insurance agent, Steve Ackley, presented options for the employee health care for 2020. He reported that the current provider for the Township, Allied Benefits, has quoted a nearly 75% increase in monthly premiums for coverage. He has found coverage thru Anthem BC/BS to be less expensive than the current premium rates the Township pays. Per his recommendation, a MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to accept changing the employee health care coverage to Anthem BC/BS. MOTION CARRIED unanimously.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 35 EMS (3 in Bath Township) and 19 fire calls (4 in Bath Township) since the last meeting. The Department conducted 6 fire safety inspections.
The tanks that were discovered in the parking lot of Nipper’s BP gas station were found to have not leaked anything into the ground.
Chief Altman informed the Trustees that Captain Ayers has become a father since the last report and has now returned to duty. EMT Wendt has more recently become a father and is still on leave.
At the request of the Chief, a MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to move into Executive Session to discuss matters of personal leave. MOTION CARRIED unanimously. Time – 5:45 pm.

EXECUTIVE SESSION
Following a brief discussion, the Trustees and Chief Altman agreed to Return to Regular Session. Time – 5:50 pm.

A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to grant Alex Wendt up to 2 weeks of personal leave from 11/16 – 11/30 under the FMLA guidelines. MOTION CARRIED unanimously.
In another matter, a MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-44: Declaration of Necessity for renewal of the 3.8 Fire Levy for the March 2020 election. MOTION CARRIED unanimously.

NEW FIREHOUSE REPORT
It was reported that the pad is ready and has been staked out. Sanitary and storm water lines will be next.

CEMETERY REPORT
Mr. Gochenouer reported there were 3 burials since the last meeting. There was one ashes internment in Clifton, one ashes and one full burial in Glen Forest Cemetery.
The roadway in Clifton Cemetery has been chip-sealed. Mr. Gochenouer stated he is pleased with the job. Bases in both cemeteries will be done by Wednesday.
Lastly, the Trustees gave Mr. Gochenouer preliminary authorization to shop for a new cemetery mower.

ROAD DEPARTMENT REPORT
It was stated that the roads are currently looking good. It was also acknowledged that there are some potholes on Brannum Lane.

FISCAL OFFICER’S REPORT
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-43: Amendment of Permanent Appropriations. MOTION CARRIED unanimously.

ZONING INSPECTOR’S REPORT
Mr. Zopf reported that he attended the Ohio Township Association’s annual zoning conference. He found interest in information concerning nuisances including cars, buildings and debris.
No report regarding the Township Zoning activities.

There being no further business to conduct, a MOTION by Mr. Mucher and SECONDED by Mr. Hollister was made to ADJOURN. MOTION CARRIED unanimously. Time – 6:10 pm.
