MINUTES

MIAMI TOWNSHIP TRUSTEES

JANUARY 6, 2020

CALL TO ORDER
The meeting was called to order at 5:00 pm. by Temporary Chairperson Silliman. A call for nominations for Board of Trustees Chairperson for 2020 was made.
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to nominate Mr. Mucher as Chairperson for 2020. MOTION CARRIED 2-0-1(Mucher abstains).
Chairperson Mucher called for nominations for Board Vice-Chairperson for 2010. A MOTION by Mr. Crockett and SECONDED by Mr. Mucher was made to appoint Mr. Hollister as Vice-Chair. MOTION CARRIED unanimously.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt the minutes of December 16th, as amended. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of December 20th as presented. MOTION CARRIED 2-0-1 (Crockett abstains).

PAYMENT OF ACCOUNTS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to pay accounts in the amount of $130,980.36: General Fund – $2,797.35; Fire fund – $29,90414; Cemetery Fund- $1,166.60; EMS Billing – $18,432.91; Road and Bridge – $4,649.38; Capital Fund – $74,030.00. MOTION CARRIED unanimously.

FIRST OF THE YEAR BUSINESS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to accept the zoning fees for the year 2020 as they were in 2019. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to establish the mileage reimbursement rate for travel outside of the township for 2020 at… .575 cents per mile. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to recommend the following Board appointments: MVRPC – Mucher; MVRPC Technical Advisory Committee – Hollister; YSCDC – Mucher; Greene County Regional Planning – Mucher; Greene County Council on Aging – Crockett; Clif0n-Unionn Cemetery Board – Hollister; Glen Forest Cemetery Sexton – Gochenouer; YS Economic Sustainability Commission – Crockett; Grinnell Mill Foundation – Mucher; Greene County Complete Census Committee – Hollister; Greene County Solid Waste District Policy Committee – Hollister. MOTION CARRIED unanimously.

A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to establish the meeting schedule for the year 2020 as follows: 1st & 3rd Mondays of each month unless they fall on a holiday, then meetings will be on the Wednesday following the holiday. Special Meetings will be posted on the Township’s website and fire station bulletin board. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to set contracts with Green Township/Clark County, Clifton-Union Cemetery maintenance and with the Village of Clifton for snow removal and street repair as requested. Each contract to be negotiated and as soon as possible. MOTION CARRIED unanimously

A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to move into EXECUTIVE SESSION to discuss matters of Personnel. MOTION CARRIED unanimously. Time – 5:25 pm. MOTION CARRIED unanimously.

EXECUTIVE SESSION
The Trustees returned from Executive Session as 5:29 pm. with no action taken.

A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to appoint Colin Altman – Fire Chief; Dennis Powell Assistant Fire Chief and any additional full-time or multiple part-time Firefighter/EMT/Paramedics as needed, and all current volunteers on the roster. MOTION CARRIED unanimously.

A MOTION by Mr. Crockett and SECONDED by Mr. Hollister is made Daniel Gochenouer as Road Department administrator and any other part-time employees as necessary. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to appoint Richard Zopf as Zoning Inspector for 2020. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to appoint Brian Corry to the Zoning Commission effective 01/01/2020 ending 12/31/2024. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to appoint Barbara Krabec to the Board of Zoning Appeals effective 01/01/2020 ending 12/31/2024. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to establish the 2020 pay schedule for full-time employees as the current rate with a 2% cost of living increase retroactive to January 4, 2020. MOTION CARRIED unanimously.

A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to establish the holiday schedule for Township employees as follows: MLK Day – January 20th; Memorial Day – May 25th; Independence day – July 4th; Labor Day – September 7th; Veteran’s Day – November 11th; Thanksgiving Eve and Day – November 26th & 27th; Christmas Eve & Christmas Day – December 24th & 25th; New Year’s day – January 1st, 2021. MOTION CARRIED unanimously.

• Fund Status, Revenue Status and Appropriation status for January 6, 2020.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 56 EMS and 29 Fire incidents since the last meeting. Five fire safety inspections were conducted.
With regards to fire prevention, the Department is looking at possibly changing some permit fees. They are exploring a system of fines for non-compliance.
The annual New Year’s Eve celebration was a success with no report able incidents. Nine MTFR staff members were on duty.
Long time MTFR member Evan Franz will be leaving his part-time position but will continue as a volunteer. Garrit Riley has resigned. Ben Timmester, an Antioch student, has begun his internship with MTFR.
The Department is planning a volunteer recruitment event on February 25th.
Chief Altman requested an Executive Session to discuss matters of employee discipline. A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to move into Executive Session. MOTION CARRIED unanimously. Time – 5:45 pm.

EXECUTIVE SESSION
Following discussion regarding employee discipline, the Trustees agreed to return to Regular Session. No action was taken during the Executive Session. Time – 5:53 pm.

Lastly, a brief discussion regarding the Ahar India food truck’s ability to stay in its current location was held. This topic is still under review.

NEW FIRE HOUSE REPORT
Te construction of the new building is going well. Mr. Hollister reported that prevailing wage files are in the office. He will be visiting the site again soon.

CEMETERY REPORT
Mr. Gochenouer reported there have been a couple full burials in glen Forest Cemetery and one ashes in Clifton Cemetery since the last meeting. Mr. Mucher stated there have been 15 burials in Clifton and 27 burials in Glen Forest. One burial occurred in Grinnell Cemetery.

ROAD DEPARTMENT REPORT
Mr. Gochenouer stated there are potholes that need attention and he will be removing trees that are down on Hyde Road.
Mr. Mucher asked if the garage lift has ever been inspected. Mr. Gochenouer stated he is not aware of an inspection.

FISCAL OFFICER’S REPORT
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2020-01: Authorize Temporary Appropriations. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett to adopt RESOLUTION 2020-02: Pay schedule. MOTION CARRIED unanimously.

ZONING INSPECTOR’S REPORT
Mr. Zopf reported he issued one permit since the last report for a single family home on W. Yellow Springs – Dayton Road.
The Zoning Commission did not meet due to lack of a quorum.
Mr. Zopf has a conversation with a person who lives next to the Village and wanted information about how to be annexed into the Village.

NEW BUSINESS
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to authorize an additional $500 contribution to the Wheeling Gaunt statue project. MOTION CARRIED unanimously.

OLD BUSINESS
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to authorize a first quarter $500 contribution to the YSCDC. MOTION CARRIED unanimously.

ADJOURNMENT
There being no further business to discuss, a MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to ADJOURN. MOTION CARRIED unanimously. Time – 6:35 pm.
