MINUTES

MIAMI TOWNSHIP TRUSTEES

JULY 6, 2020

CALL TO ORDER
The meeting was called to order at 5:03 pm by Chairperson Mucher. Trustees Crockett and Hollister were present. Road Department employee Gochenouer, Zoning Inspector Zopf and Fiscal Officer Silliman were also present.
YS News reporter Carol Simmons attended.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt the minutes of June 15th as presented. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to pay accounts in the amount of $85,753.86: General Fund – $6,778.32; Fire Fund – $29,317.26; Cemetery – $166.29; EMS Billing – $20,111.63; Road and Bridge – $5,121.60; Capital Fund – $24,258.76. MOTION CARRIED unanimously.

The Trustees received:

• Audit Status from Auditor of State;
• Option to Purchase and Real Estate Agreement, Thank You note for contribution and earnest money from YSDC;
• CARES Act Grant information;
• Township Zoning Commission Feb. 18 meeting minutes;

• OTA’s July 3 Legislative report and Grassroots Clippings newsletter;
• PERSO acknowledgement of claim submission;
• Greene County Public Health July 2 meeting materials and notification of a new COVID-19 Hotline availability;
• Appropriation Status, Fund Status & Revenue Status reports for July 6, 2020.

FIRE DEPARTMENT REPORT
Due to his vacation this week, a Memo from the Chief was presented.
There were 60 EMS and 24 Fire incidents since the last meeting. 10 Fire safety inspections were conducted. He added that incident levels seem t be returning to pre-pandemic levels.
Nine MTFR staff members were present as required for the July 4th Fireworks at Wirrig Pavilion. One patient was treated during the event.
He added the crews continue to operate under modified protocols and crew protection levels due to the pandemic. He also stated the Department did a limited reopening last week and have not encountered any issues.
He continues to participate in the Village/Township Virtual Town Halls. MTFR crews assisted YSPD with traffic control a two recent BLM protests.
Lastly, he stated that the current explorers (Payton and Gavin)have been cleared to resume participation with MTFR. Both have undergone screening and have been bought up to date on current protocols. Assistant Chief Powell and he are working to determine who will takeover as new supervisor since Mr. Panuto left.

NEW FIREHOUSE REPORT
Mr. Mucher reported that the exterior has been completed including the roof and soffetts. The interior is finishing is progressing. The drainage for the building is complete.

CEMETERY REPORT
Mr. Gochenouer reported there were no burials since the last meeting but an ashes internment and a full burial are scheduled for later this coming week. He added he received a phone call from local resident Joe Staggs who expressed appreciation in the appearance of Clifton Cemetery stating “Clifton Cemetery looks better than ever”. In addition, local resident Jim Johnson called and expressed appreciation for coordinating the chance to be present with his mother during the placement of his father’s memorial stone.
There was a brief discussion regarding the status of natural burial supplies. Mr. Gochenouer stated he needs to get more boards for natural burials.

ROAD DEPARTMENT REPORT
Mr. Gochenouer reported that his working on getting the trimming of trees along roadways completed. He added he believes the chip sealing of Township roads will happen towards the end of July or early August.
Mr. Mucher reminded Mr. Gochenouer that Brandon Morris’s hours need to stay below 30 per week.

ZONING INSPECTOR’S REPORT
Mr. Zopf reported that the Zoning Commission held a meeting in June.
He added he received a call from a Meredith Road resident regarding several events that have been held recently on a property on the same road. He stated he visited the location and found there was a large event on the premises. He met with the land owner the following day and informed him the location is zoned Agricultural and commercial uses are not permitted.
There was discussion regarding the current activity and possible options that would allow a temporary use of the property other than agricultural. Mr. Zopf stated he was not aware of any “temporary” variances for non-allowed uses.

NEW BUSINESS
Mr. Mucher announced the passing of local Cedarville Township Trustee Ken Campbell. He added he was a genuine, honest, accessible and very caring person. He will be missed.

OLD BUSINESS
Mr. Mucher reported that it has been discovered that there was hail damage on the Grinnell Mill roof and that repair may be covered by insurance. A claim has been filed. Hopefully, the roof’s repair will be covered by insurance and repaired.

There being no further business to discuss, a MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to Adjourn. MOTION CARRIED unanimously. Time – 6:09 pm.
